Further public consultation for Penrith Neighbourhood Development Plan

The independent Examiner for the Penrith Neighbourhood Development Plan has requested that an additional period of public consultation take place in respect of a new policy proposed for Beacon Hill, in the town.

Penrith Town Council submitted the draft Penrith Neighbourhood Development Plan in August 2020 for Eden District Council to arrange for its examination. The independent examination of the Plan is now almost complete. However, the Examiner has decided there should be a new bespoke policy for the woodland area on Beacon Hill.

As this is a new policy and not a modification of the draft Policy 8 ‘Identifying and Protecting Local Green Space’, which the Examiner is looking to delete, it has not yet been the subject of public consultation.

The Examiner is therefore inviting representations on the bespoke policy and has asked Eden District Council to conduct a public consultation, on the wording of this policy, on his behalf.

The Examiner’s Note, incorporating the bespoke policy proposed for Beacon Hill, is available on Eden District Council’s website at www.eden.gov.uk/penrithneighbourhoodplan.

The Examiner envisages that the new policy could protect the special character of the forest whilst not preventing development that meets the requirements of Eden Local Plan policy.

Everyone, including residents, landowners and businesses, has four weeks from Friday 7 January 2022 to Friday 4 February 2022 to make representations on the bespoke policy for Beacon Hill put forward by the Examiner.

Any representations will be passed on to the Examiner for his consideration, as part of the examination process, and will be made available on Eden District Council’s website.

Copies of the Examiner’s Consultation Note, incorporating the new bespoke policy for Beacon Hill, are available to view at the Town Hall, Corney Square, Penrith between 9am and 3pm Monday to Friday and at Penrith Library. It is advisable to check the library’s opening hours in advance of making a visit. Alternatively, hard copies can be made available by phoning the Council’s Contact Centre on 01768 817817.

Respondents wishing to be notified of the local planning authority’s decision under Regulation 19 in relation to this Neighbourhood Development Plan should indicate this on their representation.
